Cut a small slit in each pice of felt, large enough for the button to go through but not so big that it slides through easily
Sew a large button or tie a knot at the end of the ribbon (you don't want the felt to slide off this end)
Sew a smaller button on the other end, this one should be able to slide through the slits in the felt.
